TEAYS VALLEY YOUTH SOCCER ASSOCIATION
BY-LAWS
ARTICLE I - NAME
- This organization shall be known as the Teays Valley Youth Soccer Association, Inc. herein known as TVYSA.
ARTICLE II - PURPOSE
- TVYSA's purpose is to provide children with the opportunity to: enjoy the sport of soccer, practice and play together in an atmosphere of teamwork and sportsmanship; learn and develop respect for the rules of soccer; provide , or to assist in the provision of soccer fields, engage in any other purpose permitted or authorized by Ohio statute.
ARTICLE III - AFFILIATION
- TVYSA shall affiliate and comply with the authority of the Ohio South Youth Soccer Association (OSYSA).
ARTICLE IV - ADMINISTRATION
- The Executive Board shall govern TVYSA.
- The Executive Board shall consist of a President, Vice-President, Secretary, Treasurer and Past President.
- The Executive Board shall have the primary responsibility for the operation of the league. It shall hold quarterly meetings, and a quorum of at least 51% of its members is required to conduct business. Meetings shall be conducted according to Robert's Rules of Order.
- The President with Executive Board shall have the power to create committees, appoint people to administrative positions, decide matters of finance or operational policy, impose fees and/or fines as necessary.
- A minimum of one General meeting must be conducted per year, normally in November. Elections will be held at that meeting. 51% of all eligible voting members are required for a quorum.
- Additional meetings may be called by the President with notification. All general meetings shall be conducted in accordance with Robert's Rules of Order.
- If an issue is raised that must be resolved before the next regular meeting , the Executive Board may resolve the issue.
- The Executive Board officers shall be elected to one-year terms. The President, Vice-President, Secretary, Treasurer.
- Elections shall be held at the November general meeting. Nominations may be made in writing to the Executive Board or be made from the floor. A majority of the quorum present is necessary for election. Secret ballot shall be used in all contested elections. Terms of office shall commence January 1, following the elections.
- Vacancies on the Executive Board shall be filled by an appointment by the remainder of the Executive Board members.
- Executive Board members may be involuntarily removed from office by a 2/3 vote or petition signed by 2/3 of all the members originally eligible to vote for the office being recalled. Board action may deny any individual, league representative or Executive Board member from serving in any official capacity with TVYSA.
ARTICLE V - DUTIES OF OFFICIALS AND MEMBERS
President:
- Shall be responsible for successful operation of TVYSA.
- Shall conduct and control all TVYSA meetings.
- Shall act as chairman of Executive Board meetings (non-voting except in the event of a tie)
- Shall have general powers and duties required to manage TVYSA.
- Shall approve payment of TVYSA debts.
- Shall have one vote at general TVYSA meetings.
Vice President:
- Shall assume duties of President in his absence.
- Shall have one vote at TVYSA meetings.
Secretary:
- Shall keep complete minutes of all meetings and provide copies of those minutes at the next meeting.
- Shall keep copies of TVYSA correspondence.
- Shall have one vote at TVYSA meetings.
Treasurer:
- Shall keep a record of funds received and paid.
- Shall collect all funds.
- Shall disburse all approved TVYSA debts by check.
- Shall have one vote at TVYSA meetings.
ARTICLE VI - DIVISIONS
- TVYSA shall be organized into four divisions for administrative control:
- Seniors are participants in grades 6-8.
- Juniors are participants in grades 3-5.
- Midgets are participants in grades 1-2.
- Tiny Toes are participants in grades Pre-K â Kindergarten.
ARTICLE VII - TEAMS, PLAYERS, AND COACHES
- Teams: are determined by the Executive Board and anyone else the Board appoints to assist with selections.
- Players: ages are allowed from Pre-Kindergarten through 8th graders for the current school year no one less than 3 years old or older than 14 years old.
- Coaches: are determined by the Executive Board based on people volunteering to be coaches. Coaches must be 18 years old before the season starts to ensure we meet the guidelines set by OSYSA. Coaches must fill out a form to have a background check done prior to start of season.
ARTICLE VIII - SEASONS
- Fall Season will start on last Sunday in August and continue through the last Sunday in October. This generally provides for a total of 10 playing dates. We will not have games during the Labor Day weekend, so that will consist of a total of 9 games. The last game will be moved to the last Saturday in October to avoid conflict with the local Halloween celebrations.
- Spring Season will start first Sunday in April and continue through the third Sunday in May. This generally provides for a total of 8 playing dates. We will not have games during the Mother's Day weekend in May and we will not play on Easter weekend, so that will consist of a total of 6 games.
ARTICLE IX - GAMES/STANDINGS
- Games will be played based on the schedules determined by the Executive Board.
- All games shall be played at the TVYSA fields off of SR 752 in Ashville.
- Make-up games - Due to field or environmental conditions a game may have to be made up. If the entire day was canceled, then the Executive Board will determine the make up dates/times. If those are not satisfactory to the coaches for those teams, they may set their own date but must not cause a conflict with games already in place for the use of the field.
- Standings - Standings are based on the total number of points credited to the team as follows:
- WIN - 2,
- TIE - 1,
- LOSS - 0.
- This is the criteria to determine first place:
- Team with most points is determined winner of that division(Tiny Toes scores or points are not tracked). If the event of a tie, go to next paragraph.
- Head to Head competition. (If Team A played Team B and won most of the times during the head to head competition, Team A is the division winner). If there is still a tie, go to next paragraph.
- Least amount of goals allowed(given up) between the tied teams for the entire season for all games. If there is still a tie, then go to next paragraph.
- Most amount of goals scored between the tied teams for the entire season for all games. If there is still a tie, then go to next paragraph.
- A short game (two 5 minute halves) will be played, first team to score is considered the winner of the division.
ARTICLE X - MISCONDUCT
- Referees have the ultimate control over a game, which includes the players, coaches, assistant coaches and spectators. They have the authority to hand out the following cards:
- Red Cards -If the referee ejects a player or coach, the referee will notify one of the Executive Board members as soon as possible. Any player or coach receiving a Red Card, as a minimum, will not be allowed to participate in their next TVYSA game. All ejections shall be reviewed by the Executive Board. A second red card during any playing season shall incur a minimum three (3) game ban. A third red card in a season shall incur a minimum one (1) year ban from the date of the last infraction.
- Yellow Cards -Cautions will be noted by the referee on the lineup card. If a player or coach receives two cautions during the season, he shall not participate in his next TVYSA game. TVYSA shall consider two yellow cards to be the equivalent of one (1) class I Red Card for punishment purposes.
- General Misconduct -Any player, coach, or referee may submit a written charge of misconduct against a player, coach, assistant coach or spectator. The Executive Board is responsible for enforcing misconduct infractions.
ARTICLE XI - SUSPENDED GAMES
- Prior to the commencement of the second half, the game will be re-played in its entirety.
- During the second half, games shall be considered complete.
ARTICLE XII - AMENDMENTS
- These By-Laws may be amended by a two-thirds vote of those eligible and present to vote at a TVYSA general meeting when the proposed changes have been submitted in writing and distributed to the membership for review 30 days in advance of the meeting.
